KWC is submitting a proposal in response to the Request-for-Proposals issued by Elsinore Valley Municipal Water District entitled Indirect Potable Reuse Feasibility Study:

We are seeking certified Minority Businesses, Women’s Business Enterprises, and Labor Surplus Area Firms to submit their qualifications to perform the following Scope of Work in support of that effort:

Task 3 – Permitting and Regulatory Compliance

The regulatory environment for IPR in California is changing. Task 3 will include all permitting and regulatory aspects including

A) Compliance with the 2014 CDDW regulations for groundwater replenishment reuse Projects;

B) Compliance with RWQCB basin planning requirements for salt and nutrients; and

C) Consistency with EVMWD water rights filings. At a minimum, one meeting each will be held with the regulatory agencies. Task 3 will also include regulatory coordination and updates, a review of CEQA and NEPA requirements, and permitting strategy improvements.
