QUALIFICATIONS

Mr. Victor Elia offers over 18 years of experience in civil engineering design, including waterline replacement projects, water and sewer facilities, grading, hydrology, hydraulics, storm drain facilities, detention facilities, and roadways.  As Vice President, Victor oversees and reviews the preparation of waterline replacement construction drawings, infrastructure design, analysis, and technical reports associated with various public works projects and land development projects ranging from the small subdivisions to large master-planned communities including commercial and industrial projects.  He works closely with the client and the design team to provide the necessary engineering design support on schedule while also developing alternate design solutions for project issues.  

RECENT PROJECT EXPERIENCE

Alberhill, Lake Elsinore, CA -  A 2,300-acre multi-phased master-plan community comprised of over 10,000 units, Parks, Lakes, Schools, Lift Stations and Water Reservoir Sites.  Work includes the design, analysis, and preparation of grading, drainage systems, and roadway and infrastructure improvements and special studies including: EIR, SP, TUMF Analysis, TIF Reimbursement, WQMP, Water and Sewer Master Plans.

Village of Terrassa, Corona, CA -  A 21-acre detached condo community comprised of over 146 units with recreation areas throughout the site.  Work includes the preliminary and final engineering plans and reports for onsite and off-site improvements.

PUBLIC WORKS

Main Street Storm Drain: City of Corona Public Works Department - KWC recently (2009-2012) designed street and storm drain improvements to Main Street between 8th and 11th streets.  KWC’s work scope included performing a hydraulic analysis of the existing deficient storm drain facilities in Main Street from Railroad Street south to 11th Street in order to determine ultimate storm drain pipe sizes. Our work included developing a preliminary alignment study, field survey, coordinating pothole surveys, and preparation of construction drawings for approximately 1,320 lineal feet of proposed 18” and 24” storm drain between 8th and 11th Street. Working with City staff, the alignment and catch basin configurations were selected to minimize utility conflicts and traffic congestion in Main Street.  

Country Club Heights Waterline Improvements, Lake Elsinore, CA -  KWC recently (2013) designed water improvement plans for seven (7) sites in older neighborhoods with existing narrow, hilly, curved streets to improve the looping of the water system.  Work effort included research, preliminary alignment study, potholing, final plans, Jack and Bore plans, cost estimate and specifications.

Ontario Avenue Zone 4 Waterline, Corona, CA - Project Engineer for the design of approximately 2,580 lf of proposed 12-inch waterline located in Ontario Ave. between Buena Vista and Taylor Ave. in the City of Corona. This waterline was constructed to address low pressure issues within the immediate area. The new pipeline was installed in a location that minimizes utility conflicts and construction cost.

City Park Reclaimed Waterline, Corona, CA -  Project Manager for the design of 4,300 lineal feet of 12-inch reclaimed water pipeline in the City of Corona.  This work effort included coordination with: B.N. & S.F. railroad, Caltrans, RCTC, the gas company, and a future 60” storm drain in the pipeline corridor.
